OGDC uses a system called Job Order Contracting (JOC). With a client-focused approach and a large surge capacity, OGDC has earned a reputation as both a proven provider and a JOC leader.
JOC is a competitively bid, fixed-price, indefinite delivery, indefinite quantity, long-term contract. Rates are pre-established by an accepted price book of your choice. JOC provides you with an on-site contractor to deliver cost-effective, highly responsive solutions for your repair, renovation and construction projects. Through JOC, multiple construction projects can be delivered simultaneously or on an as-needed basis through individual on-call work orders.
Here is an example of the JOC process:
- Determine realistic potential annual volume. First, establish how many job orders between $2,500 and $2M your facility will engage in for one year. The typical successful multi-year JOC contract is $5M per year.
- Determine the contract duration. Typically, JOCs are one-year base contracts with two to four one-year options. This long-term relationship is what ensures cost savings and quality service.
- Issue solicitation and evaluate proposals. Your Request for Proposal (RFP) should include value, length, service area, required staff, and price book. When evaluating proposed contractors, pay special attention to bonding ability, the management plan, and past performance with other JOC customers.
- Award contract. Upon award, OGDC will, where reasonable, establish a local office and staff it with experienced personnel. Typically, this project team is able to begin job walks immediately.
- Identify repair and renovation task orders. Work begins by simply identifying the project, whether it is repairing and replacing a roof, renovating and modernizing dated facilities, or moving temporary buildings into place.
- Mutually agree on the scope. After performing a job walk of the proposed task, OGDC develops a complete scope as well as a detailed line estimate. This draft is presented to you for approval before work begins. Together, we review the estimate and scope, and then, where necessary, make adjustments in order to meet the available budget.
- Issue a lump-sum, fixed-price job order. Once the scope and budget are agreed upon, work on the task order begins immediately. OGDC issues tasks to various, pre-qualified local subcontractors.

We subcontract approximately 80 percent of all work through a pool of pre-qualified local subcontractors.
